Scott County, being one of Minnesota's larger county's, has seen a major boom in new residences in recent years. The growth in population has impacted the need for appropriate and efficient government services. Scott County, like many Counties in Minnesota, recognized the need to periodically review potential changes and evaluate the best ways to adapt to change in the most efficient and economical manner possible.

As part of this approach Scott County and Klein McCarthy worked together to develop a Capital Improvements and Facilities Analysis which involved a complete Pre-Design and Comprehensive analysis of existing buildings and the planning for a 25-year master plan. The study involved department interviews, space programming, concept studies, parking analysis, floor plans illustrating areas for remodeling and building additions, construction phasing analysis and estimated cost of construction. Adolfson and Peterson Construction assisted in the review of the construction cost estimate and developed a long range cash flow analysis.

The County's basic goals were to thoroughly assess their current and projected future departmental changes, how best to accommodate those changes over time and develop realistic cost projections for long range budgeting and implementation.
