The Ramsey County Juvenile Service Center brings together, in a single downtown location, diverse services for juvenile offenders including
pre-trial detention, juvenile court, court services, and community diversion resources. The goal of this centralized facility is to provide around-the-clock,
expeditious handling of juvenile cases which are often beyond the capability of neighborhood services.
The project used an existing 50-year old warehouse structure, which was extensively remodeled to provide office space, courtrooms and recreational facilities on
four levels. A new three-story addition to the north provides detention space for 30 youths, outdoor recreation, ancillary services, and an enclosed parking garage.
Construction was accomplished within the project budget of $3.7 million.
The first level contains covered parking, public and secure entries, court services and the "Community Resource Center".
The second level contains offices for the Clerk of Juvenile Court and, separately, medium security living space for 26 children.

Court facilities are located on the third level and include four courtrooms, chambers for the judge and referees, waiting space and conference facilities. Two bridges
connect the public space with the third detention level: one serves as the public entry to the visiting area and the other as a secure link between detention and
the juvenile court.
