Pope County, Minnesota has been studying a variety of master plan options from 2004 to 2009 to address their Law Enforcement planning needs. The Sheriff
and Police Department share a space that is approximately 2,200 square feet. The existing building is too small and lacks the appropriate spaces and technology required for an
operationally efficient law enforcement center.
Klein McCarthy Architects was hired to work with the County, Law Enforcement and other County departments to develop a feasibility study that examines the current and long range
goals of the County and how to best accomplish the master plan at the existing government center site. The study also involves conceptual planning to have the ability to add a
future Jail addition and to address the County Court's space and security issues.
There are a series of complexities associated with the study. One challenge is development of a long range master plan on an existing site with limited property and a large grade
difference from the street to three sides of the building. Another, is how to accommodate expansion of an historic courthouse while preserving the value of that building. The
existing historic courthouse was built in 1929 with an addition in 1985 that houses the Law Enforcement Center.
