This building supports a justice system with accommodations for youth "... in the least restrictive appropriate environments based on the nature of their acts".
The Northern Cheyenne Tribe's mission statement for the facility is "to preserve and strengthen our community through a youth services center that will protect, teach, rehabilitate and
integrate our youth back into the community while holding them accountable for their actions."
The Northern Cheyenne Tribe's desire to integrate a fragmented array of existing services under one roof was a major operational influence for this project. The new
facility provides 36 beds in five separate living units, an alternative school including assessment capability, one of the Reservation’s “satellite” probation/hearing
facilities, program functions, and spaces for health, dining, recreation, and administrative offices. In response to operational planning issues, separate entrances for
the public and staff, supplies, and a discrete detainee entrance and processing component were also designed.

are expressed in the operation and design of the Youth Services Center. The plan supports traditional inter-relationships
and attitudes among residents and staff, and incorporates traditional two and three-dimensional forms and decorative elements using indigenous materials and colors.
