MCF-Lino Lakes is a Medium Security Correctional Institution under the State Department of Corrections where general population inmate housing consists of unlocked "cottages" in a campus setting enclosed within a secure perimeter fence. The facility was designed to meet an increase in the numbers of violent and disruptive inmates whose actions did not meet the criteria for a change in classification. In effect, the 160-bed Administrative Segregation Unit serves as a "jail within a prison".

The unit provides 80 double-occupancy "wet" cells in a two-tier podular layout, with minimal program space, serving kitchens, laundry and staff training and support. Two large dayrooms are designed for direct supervision, while the smaller "high security" housing pods are indirectly supervised from the centrally located control room. Separate fenced areas provide outdoor recreation space directly accessible from each dayroom. One innovative feature of this building is the use of prefabricated steel cells, which were delivered to the site complete with windows, hardware, plumbing, and electrical fixtures. The project was completed under budget.
