In 2007 Klein McCarthy Architects assisted Chisago County to Master plan their existing Government Services site located on a peninsula of
Center City. The site was reviewed to determine if adding a new jail connecting to the existing courts was the most feasible solution.
The feasibility was based on factors including land availability, cost of land, constructing the required parking in a parking ramp and a vertical jail design.
All of these factors would require higher staffing operational costs, construction costs and total project costs.
Based on all of these factors, it was determined that the Master plan should locate the new jail and the Law Enforcement Center on a remote site on the eastern edge
of Center City. The remote site was master planned to include developed properties, an attached future court's facility and possible building locations for future
county services to entirely relocate to the site.
The downtown site will continue to house government services. The LEC moving out of the building will allow much needed space for expansion of the Counts and
support services without external building additions, changes in the site development and without purchasing residential properties.
